The town of Oslob, approximately 3 to 3.5 hours south of Cebu City, is the most famous — and most controversial — site for whale shark interaction in the Philippines. At Oslob, whale sharks (locally called butanding) are attracted by feeding and can be observed from the surface (snorkeling) or at closer range by diving. The interaction is criticized by marine conservation organizations due to the disruption it causes to the sharks' natural behavior and feeding patterns. An alternative and more ethical encounter is the Tan-awan snorkeling area, also near Oslob, where interactions are less curated. Visitors who prioritize conservation should research both options before deciding.

Cebu has multiple world-class diving destinations: Malapascua Island (approximately 70km north of Cebu City, requiring a boat from Maya Port) is globally famous for its thresher shark diving — thresher sharks rise from the deep to cleaning stations at Monad Shoal, particularly in the early morning hours, and encounters are highly reliable. Moalboal (2 hours south of Cebu City) features the remarkable sardine run — millions of sardines moving in dynamic, synchronized formations — along with sea turtle sightings and excellent wall diving. This makes Cebu directly accessible from much of Northeast and Southeast Asia without a Manila connection — a significant advantage for international visitors.

From Mactan-Cebu International Airport: to Mactan Island resorts (Shangri-La, Crimson, Plantation Bay) — approximately 15 to 30 minutes by taxi or Grab, depending on traffic; to Cebu City center (Fuente Osmeña, Colon area) — approximately 30 to 45 minutes; to IT Park and Cebu Business Park — approximately 35 to 55 minutes (traffic congestion on the Mactan bridges can extend this significantly during peak hours, particularly 7–9 AM and 5–8 PM). Grab (the Philippine ride-hailing app) is the most reliable and fairly priced transportation option from the airport; metered taxis and airport taxis are also available.
